Congress has begun the process of approving the 12 annual appropriations bills that will provide funding for federal agencies/programs in FY 2027. On June 4 the full House passed the USDA funding measure (H.R. 8646) in a tight 213–210 vote. The House bill approved a $26.27 billion discretionary allocation, which represents a 1.4% decrease from FY 2026 funding levels. However, included in the measure is language that prohibits the permanent relocation or consolidation of county-based personnel at local NRCS and FSA field offices if such a move would leave the office with fewer than two staff members. This is designed to preserve local access to technical assistance for farmers. While protecting physical local offices, the bill slashes NRCS Conservation Technical Assistance funding by roughly 35%.

While the topics varied, both meetings reflected the same thing: great conversation, practical ideas, and members who care deeply about the future of the association and the industries LICA represents.

National LICA participated in CONEXPO-CON/AGG 2026 in Las Vegas, marking the seventh consecutive show where the association has maintained a presence at the largest construction trade show in North America.

Throughout the week, National LICA officers and staff manned the booth, meeting with contractors, industry partners, and potential new members. The booth served as a central point for conversations about the association’s programs, member benefits, and opportunities to get involved with LICA at the national and state levels.

The Family Business Coalition (FBC), consisting of LICA and many small business interest groups, met this week to hear an update on tax provisions being considered and developed that would benefit small and medium sized family-owned business. FBC is a diverse collection of organizations and industry groups united for the common purpose of protecting America’s family businesses across the country. The monthly coalition meetings connect top decision makers from Capitol Hill with family business coalition partners, family business owners, and state-based allies. The group has the important task of monitoring and acting on legislation that affects family businesses in Congress. It is the voice of America’s main economic engine – family businesses – working together towards a better business climate that promotes private business expansion and job growth.
