LICA participated in an industry stakeholder call this week with NRCS Chief Matt Lohr and his deputies. The Chief provided an update on USDA activities concerning COVID 19 and the impact on operations and staffing. He also provided program updates on Regional Conservation Partnership Program (RCPP), CART and Conservation Reserve Program (CRP) assistance from NRCS. Stakeholders asked questions mainly on the public announcement of grants and awards.



Negotiations continue between Congress and the Administration on the size and scope of the next COVID 19 relief bill. The Senate plan won’t raise USCA’s Commodity Credit Corp spending limit as many farm groups had called for in support of additional relief. The plan will instead provide a $20 billions direction appropriation to USDA to go with the $14 billion in CCC funding that Congress provided in the CARES Act, enacted earlier this year. Reports are that Congress will replenish the CCC account this fall to ensure the department has the money it needs to cover farm bill payments this year.
