Farm organizations have appealed to the administration to propose a new round of assistance for agricultural producers as part of a defense supplemental request for funding the conflict with Iran. The Pentagon is seeking $200 billion in supplemental funding for the war effort. Chairman Boozman stated that inclusion of farm aid is a “natural fit” for the supplemental bill, noting the harm the conflict is causing farmers through disrupted supply chains that have driven up the cost of fertilizer and fuel.

Little progress has been made in the effort to come to an agreement on Fiscal Year 2026 funding. aWith little time left before the start of the Fiscal Year on October 1, the House and Senate are no closer to a compromise and are in recess all week. Before recessing, the House passed a GOP-drafted “clean” bill to extend government funding until Nov. 21 at current funding levels with no policy changes included.

President Trump signed a continuing resolution funding the government through Sept. 30, narrowly avoiding a government shutdown. The crucial vote came in the Senate when 10 Democrats join with Republicans in approving the measure as sent over from the House. While most programs will be funded at FY 2024 levels, the legislation calls for cuts of $15 billion from current funding levels for discretionary non-Defense programs and increases defense spending by about $6 billion over current budgets — including billions for deportations, veterans’ health care and the military. Highway program levels were approved at the amount authorized for FY 2025 increasing funding by $1.2 billion over FY 24.

The National Association of Conservation Districts (NACD) has released a report about the impacts of recent Executive Orders and funding freezes on America’s locally led conservation delivery system, including conservation districts and the producers and communities they serve. The report was informed by a survey the association distributed to conservation districts last month, which received over 350 responses from across 45 states and territories.

President Biden recently signed Fiscal Year (FY) 2024 appropriations legislation into law that provides funding for several federal agencies, including the U.S. Department of Agriculture, the U.S. Environmental Protection Agency, and the U.S. Department of the Interior. NACD appreciates that the enactment of final federal spending legislation prevents a government shutdown and ends temporary funding measures but is disappointed that it reduces funding for the Natural Resources Conservation Service (NRCS), the U.S. Forest Service (USFS), and several programs and accounts that are critical to conservation.
