By a vote of 217-214 the House completed action this week on five of the remaining six FY 2026 appropriations bills and President Trump has signed the measure. As part of the agreement to get the funding package completed the Department of Homeland Security measure was extended under a continuing resolution for two weeks while negotiations continue on ICE enforcement reforms.
Highway, bridge, transit and airport runway construction funds were approved in the USDOT portion of the legislation. The bill fully honors the Highway Trust Fund obligation limitation provided in the Infrastructure Investment and Jobs Act (IIJA of 2021) for FY 2026. Highway and bridge programs would receive $74.5 billion (a $2.4 billion increase from FY 2025), airports would receive $9.6 billion (a $520 million increase from FY 2025), and transit programs would receive $20.8 billion. Included in this total is $927 million in new General Fund appropriations supplementing HTF dollars.
In legislation passed January 15 the Environmental Protection Agency (EPA) was awarded funding at FY 2025 levels for the state revolving fund (SRF) accounts. Congress rejected the Administration’s proposed 90% cuts in FY 2026 funding and instead approved a total of $2.76 billion in base funding. In addition, the SRFs will receive the final installment of supplemental funding from the IIJA legislation providing an additional $4.68 billion. The resulting funding for the Clean Water SRF is $3.979 billion and the Drinking Water SRF is $3.466 billion. The DWSRF also receives an additional $2.875 billion for lead service line replacement projects from the IIJA.
Agriculture appropriations were approved as part of the initial package of 3 bills passed when the government shutdown ended at the end of last year.
