The American Society of Civil Engineers (ASCE) has released a new interactive map of construction-ready infrastructure projects that span the categories of dams, inland waterways, water systems, and multimodal freight corridors across the country. These projects are ready to move forward quickly with federal funding and appropriations.

Matt Lohr, who has served as the only appointed chief of USDA’s Natural Resources Conservation Service during the Trump administration, is leaving USDA. In an exit interview with Agri-Pulse, the departing chief of USDA’s Natural Resources Conservation Service, Lohr says he expects the agency to finalize four major conservation program rules this fall, including those for the Environmental Quality Incentives Program and the Conservation Stewardship Program. The rules will make changes required by the 2018 farm bill. Lohr, who told employees he’d be leaving Aug. 15 to manage his farm in Virginia full-time, says the agency will be in good hands with incoming Acting Chief Kevin Norton. One of his final acts as Chief was to convene a stakeholder conference call which LICA participated in.
A new report by TRIP examines the aging U.S. Interstate Highway System as it faces increasing usage, mounting congestion and deteriorating road and bridge conditions. The report, “Restoring the Interstate Highway System: Meeting America’s Transportation Needs with a Reliable, Safe & Well Maintained National Highway Network,” finds that as the U.S. Interstate Highway System reaches 64 years old, it faces increasing congestion, unprecedented levels of travel – particularly by large trucks – and insufficient funding to make needed repairs and improvements.



TRIP found that there is a backlog to the tune of $123 billion for the needed repairs and improvements on our interstates. $54 billion is needed to improve pavements, $37 billion to repair our bridges (with 27% of all bridges needing repair) and additional $33 billion required for enhancements and expansions to combat rising traffic and congestion. The report suggested that in order to repair these systems, funding should be increased from the $23 billion that was spent in 2018 on these systems to over $57 billion annually over the next 20 years.

On July 15, 2020, the White House Council for Environmental Quality (CEQ) issued its final rule updating, clarifying, and modernizing its governing regulations of the National Environmental Policy Act (NEPA). The final rule, entitled “Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act,” is the first major comprehensive revision of NEPA since its promulgation in 1978. The goals of the final rule are to create a more efficient and timely NEPA review process, improve interagency coordination, and enhance state and tribal participation.

LICA participated in an industry stakeholder call this week with NRCS Chief Matt Lohr and his deputies. The Chief provided an update on USDA activities concerning COVID 19 and the impact on operations and staffing. He also provided program updates on Regional Conservation Partnership Program (RCPP), CART and Conservation Reserve Program (CRP) assistance from NRCS. Stakeholders asked questions mainly on the public announcement of grants and awards.

Congress returns Monday for a two week session that will address additional federal funding for targeted industries under coronavirus relief assistance. Early Senate reports are that proposed agriculture funding may be in line with House passed legislation to provide an estimated $33 billion to ag programs, including $16.5 billion for additional payments to supplement payments for losses farmers suffered since the pandemic outbreak. Bill Northey, USDA’s undersecretary for farm production recently said that there should be enough money on hand to give farmers the remaining 20% of what they are due under the $16 billion Coronavirus Food Assistance Program. He goes on to say the payments should be made by the end of August. With Congress set to recess in August and November elections looming, this may be the last chance to secure needed financial aid.
The House of Representatives earlier this month passed its $1.5 trillion infrastructure bill H.R. 2, known as the Moving Forward Act, by a mostly party-line vote of 233 to 188. This package was built primarily around the $494 billion INVEST in America Act surface transportation reauthorization bill adopted by the House Transportation and Infrastructure Committee.
